State govt’s LRS fraught with pitfalls

HYDERABAD: District collectors of Hyderabad and Ranga Reddy have identified over 10,000 acres non-agricultural government land that has been in the possession of various individuals, including land grabbers and poor squatters over the years. The Telangana government is set to regularise this land spread across Greater Hyderabad under its new scheme. Of the total 10,000 acres, over 9,000 acres in Ranga Reddy, especially in the peripheral areas of the city, can be regularised, the collectors reported to the state government.

The state government is eyeing a revenue of Rs 6,500 crore from the regularisation scheme apart from the sale of government land, and it even factored this anticipated revenue in the 2014-15 budget. But sources said regularisation of government land encroached by various individuals would be an uphill task for the state as it has to overcome several hurdles to implement the scheme. A petition against an earlier regularisation scheme (GO 166) issued in 2008 is already pending in the Hyderabad high court, and the outcome of which would impact the latest one. Similarly, it has to finalise the cut-off date for implementing the scheme and also decide on regularising land more than 1,000 sq yards. In December 2013, the high court ruled that 'no further steps shall be taken in this matter'.

Following the issuance of the GO, revenue officials said that nearly 1.4 lakh applications were received in Hyderabad and Ranga Reddy. Out of this, 1.1 lakh applications were rejected as they failed to submit proofs that they were in possession of government land before 2003. Officials admit many fake certificates were submitted by applicants and revealed that many had occupied land after 2003, that too after the GO was issued in 2008. Some people even sold residential certificates to others. Now the government has to come up with foolproof mechanism to overcome this problem.

When contacted principal secretary (revenue) BR Meena said, "The all-party meet gave its opinion on the regularisation scheme. The state government has not taken any decision yet. The issues will come up once the state government takes a decision and guidelines would be prepared on its directions."
