Few e-ricks plied in Aug, Sep: Govt

NEW DELHI: Following the Delhi high court ban imposed on e-rickshaws, only 37 such vehicles were impounded and challaned during August and September this year.

The transport department on Thursday told the high court that the ban stopped plying of these vehicles on the road. However, once the Centre came out with new rules for registration of the vehicles in October, "there was a spurt in their plying" as the department impounded 312 e-rickshaws, it added in its affidavit filed in the court.

Since November 1 this year, 96 more e-rickshaws were impounded and challaned, the department said, assuring the court that all steps were being taken to ensure the ban is properly enforced.

The reply came in response to a show-cause notice for contempt issued by the high court to the department on a petition that complained that the city police and transport department failed to act against plying of e-rickshaws in the capital despite a ban.

Rejecting the allegation, the department said it has roped in the Delhi traffic police and is actively going after illegal e-rickshaws so it would be incorrect to say that proper efforts are not being made.

In September, the high court had banned plying of "illegal" e-rickshaws in the capital clarifying that it will remain in force till the law is amended to bring them under the ambit of the Motor Vehicles Act. It had said that "what is prohibited by law is not permitted in action".

The high court had said plying of e-rickshaws on the roads of Delhi "was and is unauthorized and illegal" and poses a danger to traffic and commuters. It also turned down the central government's request to let e-rickshaws ply till they are made lawful by parliament as thousands of people and their livelihood was being affected by the ban. The contempt plea and main petition was filed by social activist Shahnawaz who said that due to the e-rickshaws, two major accidents have taken place and two people have died. He also said 137 cases have been registered against e-rickshaw drivers for rash driving.
